The Spatial Gap Between Educational Outputs and Labor Market Needs and Its Impact on Sustainable Development: An Economic Geography Study of Zliten Municipality

The alignment between educational outputs and labor market needs is a key determinant of efficient human capital utilization and sustainable development. This study addresses the spatial and functional mismatch between the distribution of educational institutions and their outputs and the actual employment opportunities and skill requirements of economic activities in Zliten Municipality. It aimed to analyze the spatial distribution of educational institutions and outputs, assess their alignment with local labor market needs, identify patterns of surplus and shortage, explain the determinants of mismatch, and evaluate its implications for local sustainable development. A descriptive–analytical approach was employed, supported by quantitative and spatial analysis using data from educational institutions, local education authorities, labor offices, and relevant municipal agencies. The findings revealed substantial spatial disparities in educational services and specializations and identified a multidimensional mismatch encompassing quantitative, skill-based, functional, and spatial dimensions. A total of 8,344 qualified job seekers were recorded, whereas only 4,599 were directed toward employment opportunities, representing approximately 55.11%. The findings further indicate that the mismatch cannot be attributed solely to the education system; it is also associated with the structure of the local economy, insufficient practical training, weak institutional coordination, and limited job-creation capacity. The study recommends developing an integrated spatial database, redirecting educational specializations toward labor demand, expanding technical and vocational education, strengthening education–industry partnerships, and integrating GIS into educational and workforce planning.
