Abstract

This study aims to clarify the difference between traditional and electronic administrative decisions, and to examine the legal foundations of each. It also seeks to explore how to convert traditional administrative decisions into electronic formats, and to assess the compatibility of electronic decisions with the principle of legality and the legal safeguards necessary to ensure their credibility. This is achieved through an examination of administrative documents and records related to the use of electronic systems. The study analyzes the impact of these systems on the speed and accuracy of decision-making, as well as on improving the ability to make decisions based on accurate and up-to-date real-time data. The results also show that the use of electronic systems has facilitated access to information and reduced complex procedures, thus improving communication between different departments within organizations and reducing costs. Despite these benefits, the study reveals resistance to change among some employees and difficulty adapting to new systems in some organizations, indicating a need for further training and support to manage this digital transformation. In conclusion, the study indicates that digital transformation in administrative decision-making has a significant positive impact on administrative efficiency, but it requires careful alignment with legal and regulatory frameworks to ensure that these decisions remain legitimate and effectively serve the public interest.
