The Role of Governments in Development Plans in Libyan Society: An Analytical Study of Development Plan Stages from 1951 to 2025 AD

Tracing the role of successive Libyan governments in development plans from independence up to 2025, and assessing the extent to which they have succeeded in fulfilling the aspirations of the Libyan people for social welfare and sustainable development, represents an essential step in evaluating and monitoring these governments. The study aimed to identify the stages of development in Libyan society through the roles of the governments formed from independence to 2025, as well as to explore potential future development plans. The descriptive-analytical method was employed to examine the stages of development planning across past decades, after reviewing the theoretical approaches to development in Libya. The study reached several findings, the most significant of which is that the largest number of development projects in Libya took place under the governments formed between 1969 and 1981, largely due to high oil and gas revenues that impacted various sectors. The results also indicated that development planning in Libya fluctuated depending on global oil prices and was at times hindered by international sanctions imposed on the country.
