This study aims to investigate the components of tourism investment in the city of Tocra and identify the constraints facing this sector, with the goal of enhancing economic development in Libya generally and the city specifically. The researchers utilized the historical methodology to trace the historical evolution of the components that have contributed to establishing Tocra as a significant tourism resource. The study concluded that tourism investments have a significant impact on the Gross Domestic Product (GDP), contribute to the creation of direct and indirect employment opportunities, and work to raise the national income and standard of living. Furthermore, the findings affirmed that the city is rich in natural and human components that qualify it for a successful tourism industry. However, it faces major challenges, most notably weak infrastructure and a lack of focus on the restoration of archaeological sites, which impedes the establishment of robust tourist activity. The study recommends the necessity of increasing tourism investment incentives to encourage both national and foreign capital.
