This work explores how social norms contribute to reducing crime within society as one of the most important forms of informal control that guides individual behavior. The research stems from the idea that a well-established system of shared values and traditions among members of society strengthens adherence to proper conduct and reduces the likelihood of deviant behavior. The study employs a conceptual descriptive analysis of social norms and their importance in regulating individual behavior within Libyan society. It identifies the reasons for the decline of social norms in the face of crime, such as political crises, wars, and economic pressures, and proposes practical mechanisms to revitalize their role in enhancing security and social stability. The research also reviews previous literature addressing social values and informal crime control. The findings demonstrate that social norms play a pivotal role in crime reduction and that societies maintaining traditional moral principles possess effective mechanisms for instilling these values in new generations. Furthermore, the erosion of social norms leads to a breakdown in the informal social control network. The research concludes that social norms help guide individual behavior, maintain order, and solidify shared values, thereby creating a safer and more stable environment. Promoting awareness of social values and their continuous application can serve as an effective preventative tool against criminal phenomena.
