This research explores the concept of legislative jurisdiction in criminal matters as a fundamental pillar of the modern state and the rule of law. It examines the legal framework through which the legislative authority criminalizes acts and determines penalties to achieve criminal justice. The study addresses the challenge of balancing national legislative sovereignty with international obligations, especially in light of emerging cross-border crimes such as cybercrime and organized crime. By analyzing the governing principles—including the principle of legality, national sovereignty, and human rights—the research concludes that modern legislation must be flexible and integrated with international standards to ensure security and justice while protecting individual freedoms.
